ICTvisa holder as dependent of ICT :Cooling off applicable?

Plz consider this scenario:

Both spouses A and B have ICT tier 2 visa. After 1 year if one of the spouse (say A) resigns and becomes dependent on other spouse (say B).

1) Will A be allowed to become dependent of spouse B?

2) To switch to dependent Visa, does A need to be outside UK or within UK switch is possible?

3) Once A becomes dependent of B, A is not subject to cooling off period that is A can stay as well as work in UK till A stays in UK. Please confirm.

Yes

Spouse A can switch to dependent within the UK.
3) Once A becomes dependent of B, A is not subject to cooling off period that is A can stay as well as work in UK till A stays in UK. Please confirm.
Yes. The cooling off period will only apply if spouse A wants to apply for Tier 2 General. Spouse A will need to be on dependent visa for exactly 12 months, then return to home country to apply for Tier 2 G, if all requirements are met.
