Tier 5 to Tier 2

I am currently in the UK on a Tier 4 student visa and am considering to switch to a Tier 5 (gvt exchange..) . I am currently undertaking an internship in a football academy and my roles are business related. I wish to drop out of my university and continue my internship.
My concerns are that if I get a Tier 5 visa for 1 year and my employer wishes to sponsor me for a Tier 2 visa, can I apply for a work visa while in the UK or do I have to leave the UK and apply from my home country (I will have a valid CoS)
