Switching Tier 2 ICT Short Term to Tier 2 General Dependent

i am on Tier2 general visa in UK From feb 2014 and my extension is due in feb 2017.
My wife is on Tier 2 ICT Short term Visa Ends in Feb 2017.
1. Can she switch to my Tier 2 General Dependent during My extension in UK or She need to go back to india and apply
2. If applying from UK What documents need to Provided.
3. If applying from India is there any cooling period.
