Startup company wanting some advice about sponsorship

I am starting up a new contracting business, and require for my company to have a Tier 2 sponsorship licence in order to employ a foreign national from outside of the EU. My concern is over the eligibility criteria rule :-
7.3 We verify these documents to make sure you are genuine and have an operating or trading presence in the UK. If you have no operating or trading presence in the UK, we will refuse your application. If we find that you have no operating or trading presence in the UK after granting a licence, we will revoke it.
As the company is a startup, and isn't as yet trading, but is registered with companies house. What would be my chances of a successful licence please? and what is the true definition of "operating or trading presence"

When you say 'contracting', who is going to be 'contracting' and what exactly will the sponsored employee be doing?

Why are you so sure, from the get go, that noone in UK or Europe can fulfill such roles? (RLMT).
