is changing sponsor under T2G bound to one year cooling off?

Hi All,
I've got a T2G visa(3 years) since September 2016 and the current sponsor is struggling to survive from bad financial situation. I'm seriously thinking of changing sponsors but not sure if this could be affected by one year cooling off period since I heard that changing sponsors could require a fresh T2G application.

I've been looking up T2 Policy guideline docs many times but couldn't find any relevant policy except followings :

Where you were assigned a Certificate of Sponsorship of 6 months in length but we were notified by your sponsor that you ceased working in the UK after 2 months, the cooling-off period will apply (as the Certificate of Sponsorship was assigned for more than 3 months).

You must make a change of employment application if you wish to change employer. You must have a new Certificate of Sponsorship from your new sponsor and you must meet all the points requirements.

No, there is no cooling off period if you change jobs and apply within the UK.

You cannot change employers with your current visa. You must apply for a new Tier 2 G visa and the new sponsor must issue you a CoS after doing the full and proper RLMT process. You will also have to pay the immigration health surcharge again.

Thanks CR001 for your answer with additional info that there will be another IHS surcharge, which sounds quite unfair.
