Most of us have either travelled the immigration road, or are with family who have. I promise you, it does get easier.
I'm sure you're right about the request for additional information. Generally in circumstances such as yours, FLR(FP) is issued when an SET(M) application has been refused.
Send the information they've requested within the time limit and enclose a letter (as belt & braces) asking for the application to be considered under FLR(FP) Partner route.
I've checked and the English language test isn't a requirement for a Partner route application.
If you're confused as to why it would be the Partner and not the Parent route....this would only be for parents who are separated.
