ILR savings and route

My Pilippine GF was granted in 2010 entry to uk as my partner we never moved back and visa never used.
She made a further tourist visa for a 3 week holiday in 2013
Now asI understand we start from scratch.
Not working uk.
with £45000 savings which increases with income from property approx £650 per month will this satisfy the money side.
The Route thing has me confused as she did apply before 2012.
The £45000.
Has been in bank in uk and growing since july 2016
Any advise before we start the application.
I have no job in uk only property savings and property income.

The rules are tougher now and she will require much longer in the UK before qualifying for ILR or BC than what she would have been on pre July 2012.

If you are relying on savings, you need a minimum of £62,500 held in a bank account for a minimum of 6 months.

As it appears that you don't have sufficient savings, your other options would be:
1. Apply for a Spouse Settlement visa to enter the UK together IF
You have been earning the equivalent of £18,600 p.a in your present country of residence for at least 6 months
AND
Have a confirmed job offer in the UK to start within 3 months of arrival, again meeting the £18,600 p.a minimum income level
You will also need to submit proof of adequate accommodation available on arrival.

2. Return to the UK ahead of your wife and once you have 6 months payslips + 6 months corresponding bank statements showing £18,600 p.a pro-rata
then submit the Spouse visa application.

There were significant changes to the Immigration Rules regarding settlement on 9th July 2012. It is now a 5 year path to settlement (2.5 + 2.5 years) and the visa fee has increased to £1195 (for the first 2.5 year period) + a NHS surcharge of £600.

A1 level English is also required for entry.
