you clearly haven't read it - again, I'd start with that.
There is no shortcut for a Tier 2 visa (certainly nothing to do with parents' nationalities).
Tier 2 visa is a simple points-based visa which you can get by filling a certain criteria described in the guidance, the most important of which is finding a company/institution that will sponsor you and issue a certificate of sponsorship.
If your parents are British nationals, I'm sure you'd be eligible for a British passport or permanent visa through them (and thus be eligible to work) - but this has nothing to do with a Tier 2 visa or work permit.
