Spouse Visa Application & No Decision yet

Hi Everyone

I hope someone can shed some light on what to do next.

By end of 02/12/2016 will complete 24 weeks since her visa application is submitted.

My wife had her biometrics taken on 20/06/2016 in Mirpur, Pakistan.

On 06/09/2016, she received email from HO that her application is "not straightforward".

On 25/11/2016, she email about status update and received the following reply: "With regards to your query, as we have previously advised the processing of your application has not been straightforward and we are unable to meet the published we continue to work on the application and will make a decision as soon as we are able to"

She has kept other email reply she received when asking for status updates.

Since they mention in their website and email that "100% of applications are decided within 24 weeks", if this has not been done, what shall I do next and who to contact for help ?
