FLR(M) Refused due to TOIEC - Any Help

Hi guy,
I am posting this post on base of cousin. She is in same situation and so much worried,
She applied for flrm extension i want to clear she been granted spouse visa 2.5 years before and she applied for extension. She and her husband was called for interview they both appear for interview and interview went well. After that they asked her to come at becket house for there application outcome. When she went there she be detained. After one month of detention she got bail.
Current situation we have file PAP as we all know before JR PAP need to be send. In response of PAP HO said they are reconsidering her application. So her solicitor adviced her Dnt go for JR as they said they are reconsidering our case. But they have not given any time like how kind will they take to reply.
Now she is going for reporting every two weeks.
Reason of refusal was toeic as she has submitted toeic with her first spouse application which she got i would like to clear she appear her self in toeic and she submitted ilets with her extension she got 7.5 bands the reason she submitted toeic before ilets dates was not availbel early.

Do you mind giving more information on why she was detained? Your post is a little difficult to understand.
