UK Transit Visa

Hi,

Does anybody know about the UK transit Visa? A friend is travelling from India to UK and have a stopover in London for 8 hours.
I am wondering whether he can apply for UK transit visa so that he can come out of the Immigration and Border Control to meet me (even if it is on the airport). There is no point waiting 8 hours in the Heathrow airside terminal.

Does anybody shade some light on it? Any experience would immensely help.

Why would he need a transit visa? London is in the UK. :?

My friend is travelling from India to US. He is having Indian passport. The transit visa is so that he can come out of the airport, instead of waiting in the Airside terminal for 8 hours, and meet me.
Why would he need a transit visa? London is in the UK. :?
