I have been issued with temporary Titulo de Residência of Portugal under Art.88,N.2 da lei N.23/2007 de 04/07 atual versão.

A non EEA national has no right to move to UK without an EEA sponsor via EU route.

A quick search online and some assistance from Google Translate suggests that the law referenced (Art.88,N.2 da lei N.23/2007 de 04/07) is the Portuguese equivalent of the UK's Tier 2 General.

As the Residency Permit that you have is issued to you under domestic Portuguese law and not under EU law, it does not give you the right to enter the UK.
