Have Tier2 ICT staff long term visa - am i eligible for PR?

Hi, I came in UK in 17Jan 2015 on ICT Short term and went back to india on 14th dec 2015. Again I came to UK on ICT Long term Visa on 16th Jan 2016 and having a visa for 3 years which will likely be extended til 2021 i.e. total 5 years). Now in this case will I be eligible for a PR/ILR ?

Tier 2 ICT no longer leads to ILR if issued after April 2010, so no, you won't qualify for ILR after 5 years.
