hope i can still apply as tier i general even if my husband is british citizen(through 5 years of tier 1 +1 yr ILR ) Yes you can, the rules allow it.
i see that there is online application, how early can i apply and do i need to book appointment seperatly? There is also a paper form. You can apply whenever. You will get a 3 year extension as PBS Dep. I don't have experience of online forms as finished my journey 5 years ago. See Book an Appointment (click)
