Can he come into the country while main visa holder (spouse) is out of country ?

Can he come into the country while main visa holder (spouse) is out of country ? Away for holiday/business or has main visa holder left the UK and gone back to home country?

No. dependent visa was processed in UK but yes this is first time dependent would be re entering UK
