Tier 2 ICT Dependent visa validity

Hi,
This one is a tricky query. Please help.

I have Tier 2 ICT Long Term visa from Feb 2015 (valid till Feb 2017) and it is a stamped visa on my passport. (No BRP – since BRP for Teir 2 ICT started from May 2015.)
My spouse for Tier 2 ICT Dependent visa along with me from Feb 2015 (valid till Feb 2017) which is also stamped on passport. (No BRP.) She was in UK in 2015 and then went back to India after her leaves were over in 2015 only.

Then her company sponsored her Tier 2 ICT Short Term visa as main applicant from Jan 2016 (valid till Jan 2017.) She got the BRP card for this visa. She worked in UK from Jan 2016 till Dec 2016 and went back to India. Now she wish to come back to UK on her dependent visa which was from Feb 2015 till Feb 2017.

Can you please confirm if her Tier 2 ICT Dependent visa will be still valid.

Probably not as she cannot hold two visa at the same time. Her ICT short term visa most likely cancelled her previous dependent visa.

So in that case, can she apply for dependent visa immediately or cooling period will apply for her?

She can apply immediately. Cooling off period DOES NOT apply to PBS dependent applications.
