Swtich from TIER2 ICT long term to Dependent

I have TIER2 ICT long term visa and my employment was cancelled before COS expiry and visa expiration date.
Now I have come back to home country.

My wife has got TIER2 ICT work sponsorship now. Can I apply as TIER2 ICT long term "dependent" Visa, before 12 month cooling off period ?

Yes. Cooling off period DOES NOT apply to PBS dependent applications.
