Cooling period for Tier 2 ICT Long term

Hi,

I had Tier 2 ICT long term visa stamped for duration 23 Sep 2016 till 13 Mar 2017

But I have not traveled to UK at all.
Now I need to travel and since out of UK, so applying for a fresh Tier 2 ict LONG TERM.

My doubts are the two ;

1. Is cooling period applicable in this case

2. Can I apply for fresh stamping (for duration 17Feb-2017 till 17 feb 2019) when I have a visa whose validity is still there till 13-mar-17

I need help in clarifying these on very urgent basis pls.

I really need this information urgently as I need to apply tomorrow.

It should not be an issue as you have not traveled to the UK on previously.
