When a non-eea family member apply for permanent residence

hello,

I am a family member of EEA national we married on 8 February 2012 and i have a visa till
end of July so my question is that when i can apply for my permanent residence card.I can
apply now or i have to wait till start of July.Please give me suggestion.

You apply after 5 years of residing in the UK as married couple, provided that treaty rights had been exercised in that 5 years period.

so its mean i can apply now because my 5 years of marriage it is completed on 8 February 2017.

Has your partner been 'exercising treaty rights' for the full duration of 5 years? If yes, what has partner been doing, working, studying....?

yes she is a qualified person she is studying,jobs for whole five years..

Did she hold CSI (comprehensive sickness insurance) for both of you for the period she was a student?
