ILR Application & Spouse Status

I would be be grateful if you could advice on the basis of following scenario.

I came in UK 01 May 2007 (Though visa granted 01 feb 2007)on student visa.
Change to Tie tier 2 Work permit visa on 14 May 2014 then 02 feb 2015 company revoke
visa curtail upto 17 june 2015, Apply new tier 2 with new employer before curtailment finish.
Visa granted on (after 1 year of application)17 July 2016 to May 2018

1.I believe my lawful residence (10 yr Route ) will fulfll on 30 April 2017
Can I apply in person (28days before) 03 April 2017

2.My Wife Join with me as my student visa dependent on 25 Dec 2010,since then she was continuously on my dependent visa.her current visa will expire on may 2018
Can she apply with for settlement?
if not which route we shall use for her.

3.We have baby who born in this country august 2014, he is on my dependent visa since December 2014/

Any time WITHIN 28 days before 1st May.

No she cannot. She must apply to switch to FLR(M) and meet all the requirements (English and Financial).
