British citizenship

I wonder if anyone could give me an answer to my situation of applying about British Citizenship or permanent residency. I was working continuously without an interruption for over 9 years since I've registered my employment under WRS, however after first 10 months I moved to work for another employer (with no break in between).
In 2014 was refused to be given British citizenship and the only information I was provided is I wasn't exercising treaty rights continuously for 5 years. Was I rejected as possibly I didn't register (I can't remember doing that and also no letter from Home office was given me the information to stay with the employer for 12 months or reregister) my 2nd employer? Did I have to do that?
I know I the scheme has been abolished on the 1st of May 2011, however since then I was working 4 years and 8 months as I was redundant after my maternity leave and I decided to stay at home to look after my child temporary.
I'm married to a British citizen. I don't have a Comprehensive Sickness Insurance. Can I apply for a British citizenship (alternatively permanent residency) or make an appeal to my application? Please help.

You have to submit proof of Permanent residence - DCPR (document certifying permanent residency). This is mandatory for all application by EU route applicants since 15 November 2015. If you apply without the DCPR, your application will be refused.
