ICT Tier 2 Dependent to start Business in UK as Sole-trader

Hi,

I am on ICT Tier 2 visa since 2014. My wife is a homemaker and never worked in UK but is now keen to start her own business. I am aware that this visa doesn't grant her to access public funds, my question is can she start her business in UK as sole-trader(self-funded) on ICT tier 2 dependent visa?
