Tier 2 ICT Short Term to Tier 2 General Help Please

Hi, I have got a query on visa switching. Please help!

I am on ICT Tier 2 short term visa from Aug 2016. I want to change company in UK now but don't know whether i am eligible to switch current ICT Tier 2 short term visa to Tier 2 general. Is it possible?

will cooling period apply while switching visa?

Please help.

Cooling off period will apply to you and you will have to apply from home country.
