cos start date

My last cos start date is 19 july 2014
end date 30 june 2017
My visa is going to expire on 11 july 2017

I want to apply before the new rules apply.
I heared that cos assigned date and start date should not be more than 3 months.

My question is can i ask my employer to issue my cos start date with earlier date?
