Help regarding 1st Professional referee issue!

I would like to know. Can 1st Professional referee would be a Master degree in science from U.k. ? He is one of my friend and has now British citizenship. He is working in some software company as Business analysts.

or

I have an another friend who has Electronic Engineering degree from Pune India and he has British nationality now.

Please confirm!

A professional referee, like the electrical engineer, must be registered with the relevant professional regulatory body.

The professional referee can be a person with any nationality.

Thanks for the reply. But I do not know any one like this profession.

One of my friend (Indian guy and have ILR) has a director of his consultancy company. That company (small team) is doing software development and consultancy from last 2 years. Can I give his name as referee ?
