English language requirement for ILR

Hello all,
My husband and I have been in the UK for 6 years now. He has been on Tier 2 (General) since March 2012 and I have been on Tier 2 (General) dependent since July 2012. My husband has a Bachelors in Science degree from Mumbai University. He took IELTS for the first time he applied under Tier 2 (General) in 2012. The IELTS was taken at Pearsons test centre in London. Does he still need a letter from his university stating his degree was taught in English? He is planning on getting an original letter or certificate from UK NARIC confirming the equivalent level of his degree. Please can someone clarify this for us as I have been finding lots of conflicting information about it everywhere. Also since I switched to Tier 2 (General) dependent in July 2012, will I be able to apply for ILR dependent along with him in March. I was on Tier 4 (Student) before that and we have been living together in the UK since Jan 2011. Many thanks for your help.

No, you can only apply when eligible and that is up to 28 days before completing your 5 year legal stay as a dependant.

On what date in July 2012 did you APPLY for your Tier 2 dependent visa?

And what date was the visa granted?

You appear to fall under the old pre 9 July 2012 rules, where 2 years residence is required.

Make sure you are within the absence limits as this has recently change for PBS dependents and now any absence of 180 days or more in any 12 month cycle means you have broken your continuity of residence.

The stamp in my passport shows the visa was valid from 24th July 2012. I have never been outside UK for a period of 180 days or more in any 12 month cycle.
