Q: Tier 1 E (200K), does hiring an employee holding "refugee status" count toward points? The employee doesn't hold ILR (they haven't reached the 5 years requirement yet)

Settlement: refugee or humanitarian protection
One can apply to settle in the UK (known as ‘indefinite leave to remain’) if you’ve got a residence card as a refugee after 5 years in the UK.
My take at the moment is, so long as ILR (here maybe settlement) has not been granted to a person holding Refugee Status, such an employment wouldn't count toward acquiring point in Tier 1 E route.
Could someone please help to clarify the situation? If there is any evidences based on any extension application approval/refusal, it would be much appreciated.
