Yes she can, provided the full and proper RLMT is done to prove she is not 'pre-selected' for the job.1. If our extension gets refused then we will apply for review. If it gets refused in review too then v have to go bcak to our country. Can my wife apply as tier 2 main applicant if her company sponsor her?
Contact NARIC and pay for the assessment.2. Does she needs to give English exam? She has done post graduation degree in the relevant field by English medium. How can we check if the Indian degrees are recognised by uk naric?
Depends if she/sponsor meet the requirements. If she gets a visa, then you can apply as dependent or apply at the same time as she does.3. How much chances are there tht she will get the visa and then I can be her dependant?

No she does not have to resign but expect a high level of scrutiny on the RLMT regardless, even if she does resign.6. My wife is already doing the job. Does she needs to resign first and then apply as main applicant in the same role and same company. HO can think she is pre selected coz she is already working there.
The company also must not make the advert for the job so restrictive that it favours your wife and excludes all other applicants.7. How her company can make sure she is not preselected. Advertise job add on two websites for 28 days?

Yes, you can reapply at any time. If you have a valid visa and remain in the UK, you can switch to Tier 2 Dependent visa WITHIN the UK. Both of your clocks will be reset to zero and you will both need a new 5 years period before qualifying for ILR.9. If extension gets refused we will get 14 days to apply for review. There is NO cooling off period for a PBS Dependent applying as the main Tier 2 General applicant and neither is there a cooling off period if you switch from main applicant to PBS Dependent.11. Stop listening to 'people' who don't know what they are talking about. Cooling off period is ONLY applicable if YOU as the main tier 2 general applicant apply for a Tier 2 General visa as the main applicant again from OUTSIDE the UK.Some people talk about cooling off period but I don't understand what it is and it will be applicable to us if visa gets extended and she apply to be main applicant or visa gets refused and then she applies to be main applicant. In both the situations will there be any cooling off period for us?
