Is it possible to switch from Tier 2ICT (Long term staff) obtained in Nov 2013 to Tier 1E Visa?

I had gone through this link earlier but it just states T2 (which I found ambiguous) as well as the detailed policy document which states Tier 2 MIgrant.

And yes, I have access and a viable business plan.

Yes, you are allowed to switch in the UK from Tier 2.
