EU Sgpouse passed away

I am asking this question on behalf of my friend he was married with EU citizen and was awarded visa from Ireland
(Spouse visa)unfortunately his wife passed away she was EU citizen can he apply for ILR in UK

So, just to clarify, he was married to an EEA citizen and was living with her in Ireland. She passed away (presumably in Ireland). Is that correct?

No they were living in UK my friends got visa which is goin to expire on 15th of April.

It is six month visa under EEA regulation 2006.
WHICH IS going to expire on 15th April both were living UK
She died in UK also .

How long had they lived in the UK before the EEA national died.

A Six month EEA family Permit? (it isn't a visa)

Was the EEA citizen a qualified person in the UK?

We are going to need much more information, not one-liners.

When and where did they marry?

When did they move to the UK?

How long has your friend lived in the UK since his marriage to the EU citizen?

Has he had any absences from the UK? If so, how long?

When did the Irish citizen spouse pass away?

How was she exercising treaty rights in the UK?
