My question is : Can He work as full time or Just a part time? and How many hours can he work?

Any work restrictions are printed on the visa or BRP.

So it is fine. Are you seriously expecting his work conditions to confirm in writing that he can work in a restaurant?

I just want to let you know about the job what he was looking for because he wants to improve his English Language. So, I asked the university which I studied and they told he be able to get a job and he couldn't work as a (dentist or sport ) but when I asked them about Can he work as a full time or a part time they said we are not sure. As you know I want to follow the Rule
Thank you very much for your quick reply.

The work conditions on a BRP explain if there are any restrictions or prohibitions on working. No one is allowed to work as a doctor or dentist in training or a professional sportsperson unless they specifically have a visa for that purpose. A Tier 4 student also has a restriction on the number of hours per week they may work, so that is on the BRP too.

So it is not that a work restriction will always specify how many hours someone can work, it is that a Tier 4 migrant has such a restriction on hours, so it is on the BRP. No one else does.

I hope that is clear.

The two things are not related.
