Can Tier 2 General Dependent visa be applied from UK?

Hi everyone,
My husband is on Tier 2 ICT (long Term) visa, and currently working for his Parent company in UK.
I am on Tier 2 General Visa sponsored. My question is, can my husband apply for Tier 2 General dependent visa, as My dependent within UK? or Does he needs to go to the country of origin to apply as my dependent.
We both are working here in UK.
My visa application was made from our native country.
