Has PR been lost

Good morning forum
Please could someone advise
My friend a French national can show Residence and exercising treaty rights from 1993-2001 before leaving U.K.

He returned to U.K. In 2016 so is PR now lost?
He has a British wife so could he apply immediately for naturalisation?

If he has been absent from the UK between 2001 and 2016, then yes, PR has been lost.

No, there is no shortcut if married to a British Citizen. He needs PR and for that he requires 5 years as a qualified person exercising treaty rights.
