It is not a very significant change for Tier 2 General (inside and outside UK).
There is no mention on the IHS fees ?
Also , is there any other fee to be paid (Apart from Visa Fee and IHS)?

A series of new visa restrictions that will affect Indian and other non-EU countries come into effect from April 6, including an ‘immigration skills charge’ of £1000 per year, higher salary thresholds and a health surcharge. ???? This is for which Visa ?

No change to IHS as far as I can see. Other fees payable depend on the service used, it priority, postal etc and it is all listed in the link I provided
