Please I need your Advice

Dear Expert,
My husband has got “Tier 2 ICT Long Term” Visa for five years (till 2022). He has been in the UK since Feb 2017. He was also in the UK from Nov 2014 to Jan 2015. He is currently working for the same sponsor and on the same project.
My son and I are in India and we both have “Tier 2 ICT Long Term” Visa for five years (till 2022). My son will be completing his Grade 12 Examination in India in April 2018. I want to enroll my son for an Undergraduate Course in Engineering in the UK. Could you please let me know whether he will be considered as an International Student or a Home Based Student, as the Tuition Fee for either of the two is different.
