16 year old Non-Eu. Can he get parental consent to move to

I am a British citizen (by descent) living in US with my US daughter who is almost 17 wanting to move to the UK with her. Can she get parental consent from her father to move permanently to the UK? Father would not object. Has never paid support and has only met her a few times but would not have a problem with her moving to UK. There is no custody order, we were never married but in my state there is no "Sole Custody". Parents have "shared parental responsibility". That is not unique to me, that is the law here. I was curious if the father could sign a legal document or something stating that he gives his consent to child moving abroad? If that works what would be my next step?

Is he named on her birth certificate?

If you need child's father's consent, then you don't have sole responsibility. Then it may be difficult.

Have you ever lived in the UK for at least 3 years before your daughter was born?
