visiting visa for cousin but my t1 entp extn is still proces

dear experts ,
could anyone help regarding my cousin visit visa application.

I'm on tier 1 entrepreneur visa, visa expired on 11/04/2017 . T1 entp extension Application made on 11/04/2017 for me and my wife (as dependent). Biometric mail received on 04/05/2017 and enrolled on 22/05/2017.

my wife was pregnant due date on 1st week of aug 2017 ( second baby), so decide to bring her sister to .

my question is

1) can i apply visit visa for my cousin to support my wife for couple of months?
2) if i cant apply, any other option to bring her ?
3) list of docs to provide from my side and also from other side?

So is it a 'sister' of your wife or a 'cousin'???

What evidence of strong ties to home country will the sister/cousin show to convince an ECO that she is a genuine visitor and will leave the UK?

she is my wife sister ,
evidence : my wife old passport surname and her sister passport surname are same.

she working as a doctor in hometown hospital.
the hospital can provide a letter to her

Husband, children, property, financial circumstances/proof, proof of annual leave granted by employer for 'a couple of months'???

she not yet married. so, no husband, no children. unfortunately no savings and no properties on her name .
employer can provide a letter granting a leave for couple of months
