dear forum members
i applied for discretional leave with flr(o) form but got 10 years route with partner in may 2017. My wife and 3 kids has british passport.Just recently my wifes appeal for PIP (personal independent payment) was allowed. I now have the english language requirement and the PIP (income), can i apply through the FLR(m) to reduce the 10 year route to 5year route. and can i use the premium method. thanks

Yes you can apply for FLR(M) if you/wife meets all the requirements.

Do you work?

No I don't work. Was advised against that due to my partner condition and the safety of our children

You need to show sufficient means of maintaining yourself even if you are exempted from the financial requirement.
If not working and relying on public funds, that will lead to refusal.

Because of the danger involved,I can't work. I can only employ someone to take care of my wife and kids and such person will have to understand how to spot danger and understand the triggers. that's a lot of risk to take,but then I can work
