When I have to post the documents Urgent

Dear gurus ,

I have to apply my TIER 2 depended visa in the UK . My husband got TIER 2 .

My application for ILR refused under TIER 1 this week , Home office given 14 days to apply admin review or new application .

The decision date : 02/06/2017 so the 14th day is 16/06/2017.

If I apply online on 15th June 2017 and submitted, solicitors said I have 10 more days to post the documents , after submit the TIER 2 dep application which I dont understand .

HO only gave 14 days ?? If I submit the documents on 20th June then its more than 14 days ??

Can you please clarify this point
