Application withdrawal and re-submission

Hi

I requested a return of documents and withdrawal of Form AN through the online form. I have not paid a fee. I received the returned documents, however the next day I received a request for payment as the payment was declined and a notice to get bio-metrics done. Have emailed requesting confirmation my application is withdrawn, no response so far. I'm assuming the request for payment and bio-metrics is a timing issue.

I'm applying again through the NCS, so that I can hold on to my passport. I have an appointment for 29 June.

Is there any waiting period that needs to be observed prior to submitting the second application?
