Very Urgent- Expert opinion required. IELTS or UKNARIC

Hi All,
I have submitted UKNARIC English Language Certificate (C1 Level). Now my visa has been refused saying I need an English language certificate that can be affliated by IELTS SELT consortium. I am quite confused as UKVI consider UKNARIC english language certificate. Should I go for IELTS (and reapply) or administrative review as I have submitted all the required documents. IS IELTS mandatory?
UKVI took 3 months to give this decision. Quite frustrating!!!

Do I need to submit the Degree equivalent UKNARIC certificate as well?
