switching from tier 4 to tier 2 dependant

I want to ask if a student is on a tier 4 visa , then after completing their studies , how can the person apply for a tier 2 Dependant visa (because if marriage with a person who is already in the UK on a tier 2 visa) ? Can it be done from inside the UK ? What is the exact procedure that needs to be followed?

You can apply within the UK provided you still have a valid visa and meet all the requirements.

I thought to become a dependant, one has to enter the country again.

cause initially the person is on an independent student tier 4 and then going to tier 2 dependant .
