Tier 2 General - change company - Is RMLT required?

I am currently in UK on Tier2 general VISA sponsored by company A.
If I want/need to change the job, does new company B need to go for RMLT (Resident Market Labour Test) for 28days, though I am in the UK?

RLMT is always required except your job is on the shortage occupation list.
