TIER2 Visa - after R.L.M.T. process

Accept my apologies, if the below question has already been asked.

Let's say you pass interviews and your potential employer likes you. And they say they are going to conduct R.L.M.T. for this role. Is it quite common that employers actually find a suitable UK/EU citizen by the end of R.L.M.T. for the given position and reject the initial applicant? What are the odds of facing this case as a non-EU citizen?
