referee enquiry

I have been asked to be a referee for a 3 and a half years old girl who is applying for registration as a British Citizen. I have been her GP for 2 and a half years, and she consulted me regularly. I am wondering if I qualify as a referee for her.

Doctors aren't on the list anymore.

For children a doctor should be fine as they are engaged with the child.
