Are there any restrictions to jobs, education etc if one is in position of a spouse visa? Is one permitted to go to university?

No restriction on work, type of work or study.

For study though, you will be considered an international student and pay international fees. You also won't qualify for student finance if in England/Wales.

What about after getting the ILR?

Yes once you have ILR and 3 years residence you will qualify for student finance. Prior to that there are no exceptions as far as i am aware.
