You cannot apply for a visa until the restricted CoS has been issued to you. Applying for the visa without this will result in a refusal. They informed me that the restricted COS has been submitted to the Home office. I wonder what is the need for that?
If you meet the points requirement including the English one and the RLMT has been completed properly, then no reason you should be refused. So home office will decide whether I am eligible or NOT?
I would strongly suggest you wait until your visa has been approved and granted before you resign.Am I in a safe position to put resignation letter in my current company?
All this means is they have applied for the Certificate of Sponsorship. It is not the same thing as applying for the visa. You have to do that yourself and submit your biometrics in your home country."We have requested a restricted COS for you as you will be applying from outside the UK". It means, they applied it to me.
