Tier 2 dependant BRP not arrived

Hello guys,
My wife recently applied as a Tier 2 dependant on the 12th July to arrive in uk and remain for period less than 3 years.Fortunately all went well and her application was processed with a entry clearance vignette on her passport which is dated valid till 31st August.As per the application it was advised to collect her BRP within 1O days of arrival in UK { she landed on uk on the 28th July}.In addition to this recent visa,she has a preexisting visit visa issued from last year allowing her multiple visits to uk.
The postoffice have denied any arrival of her BRP and on my failed attempts to contact the BRP collection team as per their online link, we still have not received her BRP.The BRP team have replied on all occasions stating that visa for less than 6 months does not need BRP{ which i believe is based on their reference to visit visa}.At this point i don't know who to approach for further advice and hence i am open to all suggestions.
