Curtailment letter

Curtailment letter

My friend got curtailment letter 60 days. Tier 2. Now he getting admission for tier 4 student. Now only thing he's worried if get refused from tier 4 can he make another application within the 60 days time period. Does he get 14 days from straight after first refusal or can he make multiple applications within 60 days . Section 3c will continue or not. Thanks
