Not 'possible abuse', extensive HISTORICAL abuse, which is why it is incredibly difficult to bring parents even when you have ILR. The adult dependent relative visa that marcnath has posted the link for is one of the most difficult visas to get and almost always results in refusal, which will then shut the door to any future visit visas as her intent to 'settle' will have been declared.
getting healthcare or to migrate is not an objective hence it isn't an important consideration.
